(TDVC Thanh Do Valuation signed a cooperation agreement to provide asset valuation services with VAMC) – VAMC is the abbreviation of VIETNAM ASSET MANAGEMENT COMPANY established and operating under Decree 53/2013/ND-CP of the Government, Decision No. 843/QD-TTg of the Prime Minister, and Decision No. 843/QD-TTg of the Prime Minister and Decision No. 1459/QD-NHNN dated June 27, 2013 of the Governor of the State Bank of Vietnam.

On April 27, 2020, Thanh Do Valuation Company was honored to be selected as the appraisal unit for (VAMC) following Decision No. 3964/VAMC-Ban3 signed by the Director of Vietnam Asset Management Company (VAMC).

Thereby, Thanh Do Valuation Company (TDVC) will conduct the valuation of real estate, enterprise value, factory, machinery and equipment, means of transport, and other assets required by VAMC.

Specifically, Thanh Do Valuation Company provides asset valuation services at the request of (VAMC) for many purposes as follows:

  • Conducting asset valuation to recover debt, handling, and settlement of related assets.

  • Conducting asset valuation to consider investing in infrastructure upgrades, exploiting, using, and leasing properties that have been confiscated in lieu of debts.

  • Conducting asset valuation to convert bad debts into capital and shares of lending customers.

  • Conducting asset valuation to manage, monitor and check confiscated assets related to bad debts including relevant records and documents.

  • Conducting asset valuation for consulting, brokerage and mortgage settlement of bad debts and related assets.

  • Conducting asset valuation to organize auctions, purchases, and sales of bad debts, and related bad debt settlement assets.

  • Conducting asset valuation to provide guarantees for organizations, individuals, and businesses to borrow capital from credit institutions that encounter bad debt situations.

  • Conducting asset valuation for lawful purposes upon request from VAMC

The most accurate way to appraise real estate – Thanh Do Valuation

(TDVC How to appraise real estate) – Real estate is a legal term (in some countries such as the United Kingdom, Canada, Australia, the United States and Bahama) that has a meaning including land and what is permanently attached to the land. In Vietnam as well as in the world, the real estate group has a very large proportion, high complexity, and accounts for the majority of transactions on the market. Therefore, accurate real estate appraisal for purposes such as purchase and sale, investment, capital contribution, bank loan … plays a particularly important role in ensuring legitimate purposes for stakeholders.

For real estate appraisal, recently, the appraiser usually applies the most popular method which is the comparative approach according to the market approach. This is the optimal and basic method, gives the most accurate estimation results, and is the basis of all other land valuation methods. According to Wyatt (2007), “The principle of comparison is the basis of all other methods, it is also the method of valuation itself”.

Real estate appraisal by comparison method: is determining land price through comparing the land to be appraised with similar land that has been traded on the real estate market . In order to determine the house price by this method, the appraiser needs to pay attention to the land location, infrastructure conditions, the width of the road leading to the property, the utilities in the surrounding area, and physical characteristics of the land and the time of real estate transactions. If the appraiser wants to calculate the value of only land on which construction works are located, the appraiser must calculate the value of the construction works minus from the selling price to determine the land price. The case of applying the comparison method to real estate is when there is information on transactions of real estate on the market that are similar to the appraised real estate, but within 2 years from the time of valuation.

1. Steps to conduct real estate appraisal

When conducting a real estate appraisal by the comparative method, the appraiser should follow the following steps:

Step 1: Research the market to get information about the transaction price, listing price or asking price and comparison factors of similar properties with appraised real estate, successfully traded or trading in the market. Collected information must be objectively correct according to the actual real estate transaction and based on specific evidence to prove the price of real estate has been successfully traded in the market. Appraisers can collect market evidence through sales contracts, sales invoices, successful transactions at real estate exchanges, the mass media, actual investigation results…

Step 2: Collect and check information and data on comparability factors from the same or similar type real estate that can be compared with the appraised real estate, that have been successfully traded or are being traded on the market, at the time of valuation or close to the time of valuation. The information includes: selling price of similar property; characteristics of the property that has been successfully traded such as area, facade size, construction works on land, land use purpose, origin of land use, land use term… The appraisers can collect this by surveying the actual asking price or successful transaction in the area where the appraisedl property is located, searching for transactions on reputable real estate websites, media, notary offices…

Step 3: Select a standard comparison unit and build an analysis and comparison table for each standard comparison unit. Land, farm: price/m2, price/meter length of facade, price/rod,… Construction works : price/m 2

Step 4: Analyze and identify differentiating factors between comparable real estate and appraised real estate, thereby adjusting the prices of comparable properties according to the difference in comparability factors with appraised properties to find a guide price for each comparable property. Some adjust factors when appraising real estate such as: location; the size of the land plot; business environment; the infrastructure; width of roads and alleys leading to houses and land; distance to central areas, People’s Committee, trade centers, means of transport;…

Step 5: Synthetic analysing indicated prices of comparable properties, extracting a representative guide price to estimate and determine the price of the appraised property.

2. Factors affecting real estate appraisal

The factors used to set the basis for the appraisal of real estate prices, often used by real estate appraisers, are as follows:

Legal factors of the property: Real estate has been granted a certificate or has not been granted a certificate of land use rights, long-term use period or remaining use term (how many years), the rights of users for real estate.

Location: location in the central area, suburban area, rural area; living environment such as education level, security level; business environment in densely populated residential area, near offices, administrative agencies…; distance to utilities such as supermarkets, schools, hospitals, parks, bus stations; traffic characteristics, lanes, lane width…

Market factors: Whether the real estate market is vibrant, highly liquid or not, the attraction of real estate and investment attraction is heading towards.

Construction built on land: Types of houses are apartments, townhouses, or villas; How many floors does the house have? Modern or classical architecture; Furniture of the construction works; Building materials…

1. What is a factory?

1. What is Real Estate? 

According to the provisions of Article 107 of the Civil Code of the Socialist Republic of Vietnam in 2015, real estate includes:

  • Land
  • Houses, construction works associated with land

2. Real estate appraisal concept 

Real estate appraisal is an estimated amount of the value of real estate ownership rights (land use rights, ownership of houses, structures attached to land) being traded on the market at the time of the valuation and for a well-defined purpose under the conditions of a given market with appropriate valuation methods set forth in Vietnamese valuation standards or practice international.

3. Real estate appraisal method

When conducting real estate appraisal, the appraiser can apply the approaches and valuation methods in the Vietnam Valuation Standards about the market approach, the cost approach, approach from income on a case-by-case basis. Corresponding to each approach is the valuation method.

  • Approach from the market: Comparative approach
  • Income approach: Discounted cash flow method; Direct capitalization method
  • Cost approach: Renewable costing approach; Alternative cost method
  • The approach from the mixture is built on the basis of combining the approach from the market, the approach from the costs and the approach from income, including two methods: the subtraction method and the surplus method.

In addition, the appraiser can apply the deduction method and the residual method to determine the value of land use rights. The deduction method and the surplus method are built on the basis of combining the market approach, the cost approach and the income approach. For each type of real estate and valuation method, the appraiser selects the collected information to ensure the accuracy of the appraisal results.

Each method of real estate valuation has certain advantages and disadvantages. The choice of a certain appropriate method for valuing a particular property depends on:

  • What factors are the properties of real estate affected by?
  • Reliability and usability of information collected and documents on the market.
  • Pricing objectives and principles.

Among the above methods, there is no method that is correct and only correct, but only the most suitable method, and other methods are used to support, supplement or check the results of the method best fit.

3.1. Comparative method

Appraisal of real estate by comparative method of market approach. Vietnam Valuation Standard No.08 (TDGVN) is issued together with Circular No. 126/2015/TT-BTC dated 20/08/2015 of the Minister of Finance. The direct comparison method is based mainly on the requirement to adhere to the principle of substitution: the value of the target property is considered to be completely equal to the value of comparable comparable properties.According, the appraiser must rely on the prices of those similar properties determined in the most recent time to estimate the price for the target property. Real estate valuation by the direct comparison method is the estimation of the value of real estate based on the market evidence of similar properties that have traded in the most recent time.

The properties to be assessed are called the target properties, of similar properties, which are evidence of transactions, are called comparable properties.

3.2. Direct capitalization method

TDGVN 10 Standard is issued together with Circular No. 126/2015/TT-BTC dated 20/08/2015 of the Minister of Finance valuation methods are: Direct capitalization method. The income approach, also known as the investment method, is built mainly on the adherence to the principle of forecasting future benefits. According to this principle, the current market value of a property is equal to the present value of all future earnings that can be received from the real estate. So, if the annual income generated by the property is known in advance, the value of the property can be found, which corresponds to the opportunity cost of generating those incomes. Real estate valuation by the investment method is the estimation of the value of real estate based on the future income that real estate can bring to investors. The earnings approach includes two methods: the direct capitalization method and the discounted cash flow method.

The direct capitalization method of the income approach is an appraisal method that determines the value of an appraised property on the basis of the expected steady annual net income stream from any property. assets to their present value through the use of an appropriate capitalization rate.

The capitalization rate is a ratio that reflects the relationship between the expected net operating income for a year and the value of the property.

  • Determination formula: V = I/R

3.3. Discounted cash flow method

The discounted cash flow method is a valuation method that determines the value of the appraised asset on the basis of converting the expected future cash flows from the asset to the present value through the use of the asset. 3.4. Renewable cost method

Renewable cost method belong TDGVN 09 Standard is issued together with Circular No. 126/2015/TT-BTC dated 20/08/2015 of the Minister of Finance. The cost approach is a method of determining the value of real estate appraised through the cost of creating a property with a construction work that has the same or similar functions and uses as the construction work. 3.5. Alternative cost method

The replacement cost method is a valuation method that determines the value of the appraised real estate on the basis of the difference between the replacement cost of creating similar construction works and the appraised construction work. according to the current market price and the depreciation value of the appraised construction works.

3.6. Extraction method

The subtraction method is a valuation method that determines the value of land use rights of a parcel of land with assets attached to the land by subtracting the value of assets attached to land from the total value of the real property (including the value of land use rights and the value of assets attached to the land).

3.7. Residual method

The residual method is a valuation method that determines the value of real estate with potential for development based on the estimated value of the hypothetical development of the property (total development revenue) minus all all expected costs incurred (including investor returns) to generate such development.

General formula: V = DT – CP

V: Appraisal property value;

DT: Total growth revenue;

CP: Total development cost.

4. Purpose of real estate appraisal

  • To make as a basis for consideration and approv[1]al of state budget expenditures;
  • To make as a basis for consulting and making investment projects, approving foreign direct investment projects, investment projects using owned-state capital, approving cost estimates of projects and works;
  • To make as a basis for trial and execution of civil, criminal and administrative judgments related to the value of rights and interests contained in the properties of related parties;
